Security Assistant

Duties include, but are limited to:
Personnel Security, e-QIP, PIV, Use of Automated Integrated Systems Performing work related to the collection, organization and/or tracking of information in support of the Personnel Security Program Processes of initiating, reviewing and approving background cases for release to the Office of Personnel Management (OPM) in compliance with policies relating to completion of suitability investigations for Federal employees and others requiring background investigations for non-sensitive and public trust positions. Assisting the Personnel Security Specialist in collecting appropriate background information, tracking and reviewing data, completion of reports, maintaining databases and processing follow-up actions on various security-related matters Assisting with suitability adjudications Reviewing position risk sensitivity levels as full assistant to the Personnel Security Specialist Assembling position descriptions and functional statements for the Personnel Security Specialist for review Tracking electronically the level assigned and the appropriate background investigation needed For pre-employment processes, serves as the initial point of contact for new appointees including but not limited to paid or without compensation employees, volunteers, students, residents, and contractors Reviewing information submitted by the requesting office to validate level of background required Entering appointee information into a local data base tracking system Referring appointee for fingerprinting Local Consultation, Performs Audits, Maintains Privacy of Information, Reviews Technical Regulations, Policy, Guidance Requesting information from various law enforcement agencies and courts Assuring that the approving official is kept informed of these actions Reviewing applicant's data ensuring that the submitted information matches the demographic data and that all required information has been provided Accepting/rejecting applicants submitted information and entering comments for rejected information Performing audits of official personnel folders to assure that information related to suitability is properly recorded and filed Ensuring that security activities are in accordance with ADP security policies Keeping security information confidential and assuring compliance with the requirements of safeguarding personal and other sensitive data pursuant to the Computer Security Act of 1997, and the Privacy Act of 1974. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Security Assistant GS-05 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
performing administrative tasks associated with the authorization and issuance of the PIV card, a standardized identification badge designed to increase security related with physical access to Federal facilities and networks and logical access to computer systems; monitoring the status of specific pending items, compiles data to produce reports, following up to determine status and recording results and working with Recruitment and Staffing to assure required background documents are complete and accurate as per policy (OF-306, SF-85, SF-85P, etc.). OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have complete 4 years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.(TRANSCRIPT REQUIRED) OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. Security Assistant GS-06:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
reviewing position risk sensitivity levels as full assistant to the Personnel Security Specialist to ensure appropriate background investigation is initiated for specific positions; maintaining logs of current employees who are in public trust positions and ensures reinvestigations are initiated, reviewed and released using e-QIP within the required timeframe as per policy and assuring that paperwork related to the suitability process is forwarded for inclusion in the appropriate system of records, i.e., official personnel folders, records related to fee basis employees, contract personnel, volunteers, or without compensation employees. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
initiating, reviewing and releasing appointees background investigations in the Office of Personnel Managements Electronic Questionnaires for Investigations Processing (e-QIP) system or in conjunction with the VA- Adjudication Center (VA-AC) to meet OPM regulation standard; working with applicants who may be experiencing difficulties with completion of electronic forms related to the background screening process and requesting information from various law enforcement agencies and courts to assure that the approving official is kept informed of these actions. The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
