Civil Engineer (Hydraulic)

Performs Hydrologic analysis and develops hydraulic designs. Composes various well organized and technical sound hydrologic and hydraulic reports. Performs the design of and directs the development of construction drawings. Performs contract related services such as writing scopes of work, cost estimates, site surveys, contractor selection, negotiation, performance monitoring, product design, review, evaluation of bids, inspection, and acceptance. Preparing and delivering technical presentations. Specialized
Experience:
Experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GG/GS-11). Specialized experience is defined as:
Conducting hydrologic studies and evaluations including storm studies, unit hydrographs, flood frequency evaluations, flood routings, backwater calculations, and flood profiles; developing geo-referenced digital hydraulic and hydrologic models ensuring information is correctly linked to appropriate mapping elements; predicting the downstream effects of dam breaks; determining the extent and depths of flooding below dam breaks; making hydrologic and hydraulic design evaluations such as design storm and floods, outlet works, and spillway design, freeboard, reservoir systems analyses, and storage allocation; preparing project time and cost estimates; performing the design of and directs the development of construction drawings; developing scopes of work and independent government estimates and preparing technical assessments of contractor proposals and cost estimates; compiling data and findings into a clear, concise and well organized engineering report; planning and organizing work, establishing priorities, and accomplishing organizational goals; establishing and sustaining contact and cordial work relationships both internal and external of the organization; and communicating clearly and effectively both orally and in writing. Education:
A. Earned a Bachelor's degree in professional engineering with curriculum in a school of engineering with at least one engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). Or, B. Earned a Bachelor's Degree in professional engineering with curriculum including differential and integral calculus. The curriculum also must have included courses (more advanced than first-year physics and chemistry) in 5 of the 7 following areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials; fluid mechanics, hydraulics; (d)thermodynamics; (e) electric fields and circuits; (f) nature and properties of materials; and (g)any other comparable area of engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Or, C. Not have a Bachelor's degree in professional engineering, but have completed 60 semester hours of courses in the physical, mathematical and engineering sciences, and in engineering that included the courses specified in B above. The courses must have been fully acceptable toward meeting the requirements of a professional engineering curriculum. Or, D. Earned a Bachelor's degree in engineering technology or in an appropriate professional field such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have one year of professional engineering experience acquired under professional engineering supervision and guidance including an established plan of intensive training to develop professional engineering competence. Or, E. Successfully passed the Engineer-in-Training examination and earned one of the following:
(a) a Bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, OR (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET). Or, F. Currently registered as a professional engineer. This registration must be with a State, the District of Columbia, Guam, or Puerto Rico; OR this registration must be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. You must submit your license. Or, G. Completed an engineering degree at a foreign college or university and had the courses accepted for advanced credit in engineering by an accredited college or university in the U.S.; OR, had your engineering degree from a foreign college or university evaluated by an organization specialized in the evaluation of foreign education and determined that your my education is equivalent to a professional engineering program at an accredited college in the U.S. For more information on these qualification standards, please visit the United States Office of Personnel Management's website:

Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
