Civil Engineer

Performs the design of and directs the development of construction drawings. Develops specifications for civil and/or structural and geotechnical engineering systems. Evaluates projects to determine the most appropriate and economical systems to serve a facility. Reviews submittals by consultants of agency and proponent projects. Develops scopes of work and independent government estimates and prepares technical assessments of contractor proposals and cost estimates. Specialized
Experience:
Experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GG/GS-11). Specialized experience is defined as:
Applying professional knowledge of theories, principles, practices and techniques of civil/structural and geotechnical engineering as applied to design, layout, and construction of facilities and structures such as buildings, residences, canals, levees, dams etc.; developing engineer plans, specifications and design reports for civil/structural projects using state of the art and industry standard software such as AutoCAD Civil 3D; developing scopes of work and independent government estimates and preparing technical assessments of contractor proposals and cost estimates; applying basic knowledge of hydraulic engineering concepts theories, methods and techniques to conduct hydraulic engineering and hydrologic studies pertaining to floods, flood control, and reservoir operations; planning and organizing work, establishing priorities, and accomplishing organizational goals; compiling data and findings into a clear, concise and well organized engineering report; establishing and sustaining contact and cordial work relationships both internal and external of the organization; and communicating clearly and effectively both orally and in writing. Education:
A. Earned a Bachelor's degree in professional engineering with curriculum in a school of engineering with at least one engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). Or, B. Earned a Bachelor's Degree in professional engineering with curriculum including differential and integral calculus. The curriculum also must have included courses (more advanced than first-year physics and chemistry) in 5 of the 7 following areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials; fluid mechanics, hydraulics; (d)thermodynamics; (e) electric fields and circuits; (f) nature and properties of materials; and (g)any other comparable area of engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Or, C. Not have a Bachelor's degree in professional engineering, but have completed 60 semester hours of courses in the physical, mathematical and engineering sciences, and in engineering that included the courses specified in B above. The courses must have been fully acceptable toward meeting the requirements of a professional engineering curriculum. Or, D. Earned a Bachelor's degree in engineering technology or in an appropriate professional field such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have one year of professional engineering experience acquired under professional engineering supervision and guidance including an established plan of intensive training to develop professional engineering competence. Or, E. Successfully passed the Engineer-in-Training examination and earned one of the following:
(a) a Bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, OR (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET). Or, F. Currently registered as a professional engineer. This registration must be with a State, the District of Columbia, Guam, or Puerto Rico; OR this registration must be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. You must submit your license. Or, G. Completed an engineering degree at a foreign college or university and had the courses accepted for advanced credit in engineering by an accredited college or university in the U.S.; OR, had your engineering degree from a foreign college or university evaluated by an organization specialized in the evaluation of foreign education and determined that your my education is equivalent to a professional engineering program at an accredited college in the U.S. For more information on these qualification standards, please visit the United States Office of Personnel Management's website:

Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
