Administering the Federal Employees Benefits Program to include life and health insurance and the Thrift Savings Plan (TSP). Administering the Federal Employees Retirement Program providing direction, interpretation, and guidance related to various retirement systems and types of retirement. Administering the agency Unemployment Compensation Program providing justifications and coordinating with state unemployment agencies and state courts. Performing Human Resources Management duties such as developing informational briefings, formal training, and agency-wide guidance. Experience:
Experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GG-09 for the GG-11 grade, and GG-11 for the GG-12 grade). Specialized experience for the GG-12 position is defined as:
knowledge of and skill in applying retirement, benefits entitlements, health and life insurance, and the Thrift Savings Plan (TSP) laws, regulations, procedures, respective legislative changes, military service regulations, veterans' benefits, and prior Government service; skill in counseling techniques sufficient to administer an agency Retirement Program; responding to complex benefits questions in rare, exceptional cases; providing information necessary to help employees obtain maximum gains from available benefits; knowledge of and skill in applying federal retirement laws, regulations and principles, practices and procedures sufficient to develop agency-wide guidance materials on implementation of methods and procedures for retirement program operations; knowledge of Unemployment Benefits sufficient to provide justification for approval/disapproval of payments or chargebacks and coordinating information to managers and outside state agencies; and skill in processing personnel actions for retirement, changes in Federal Employee Group Life Insurance (FEGLI), changes in service computation dates, and changes/corrections to retirement plans. Specialized experience for the GG-11 position is defined as:

The supervisor makes assignments that have clear precedents and outlines possible problem areas as well as objectives, plans, priorities and deadlines. The employee carries out assignments in conformance with accepted policies and practices and seeks direction from the supervisor on controversial situations that do not have clear precedents. Completed work is reviewed for conformance to policy, effectiveness of approach, and technical soundness. Experience:
Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
