Job Summary

The Parking Enforcement Program Manager oversees and enforces the El Paso County Hospital District's parking program, which includes the visitor's garage, associates' garage, annex parking lot, and law enforcement, ambulance, off-site locations and loading dock areas. Manages vehicle registration and citations, tracks fines and addresses staff inquires. Manages coordinates and executes all aspects of parking enforcement operations, ensuring compliance with regulations and enhancing the efficiency and effectiveness of the parking enforcement program.

Minimum Job Requirements:

Work
Experience:

Five years of experience in project or program management required; extensive experience in developing and executing project plans, monitoring progress, and ensuring successful delivery within scope, budget, and timeline required. One year of experience in parking management or parking enforcement is preferred.

Three years of management experience are required.

License/Registration/Certification:

Valid class C Texas Driver License required.

Education and Training:

A Bachelor's degree in a related field is required. A Master's degree is preferred.

Skills:

  1. Application of effective customer service practices.
  2. Excellent communication skills, both written and verbal, to effectively convey project goals, updates, and outcomes to stakeholders at all levels. Clear, concise oral communication in Spanish and English preferred.
  3. Ability to establish and maintain effective working relationships with the public, law enforcement personnel, supervisors, physicians, and associates to ensure alignment and support.
  4. Excellent leadership, interpersonal, and conflict resolution skills.
  5. Knowledge of parking management systems. Proficiency in utilizing technology for parking enforcement purposes.
  6. Ability to work in a fast-paced environment and manage multiple priorities effectively.
  7. Extensive experience managing programs or projects. This may include leading teams, handling budgets, timelines, and resources effectively.
  8. Ability to resolve complex issues, make critical decisions, and adapt to strategies when faced with challenges.
  9. Strong analytical skills to assess risks, identify problems, and implement effective solutions.
  10. Strong leadership abilities to guide teams, provide direction, and motivate individuals to meet program objectives.
  11. Ability to supervise and mentor team members, provide feedback, and manage performance.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
